“While the use of a title such as the `Memorandum of Understanding` is common for non-binding documents, we caution that simply designating a document as a `Memorandum of Understanding` does not automatically mean to the United States that the document is not binding under international law. The United States has agreements that are considered binding international agreements. In addition to EMAC, other mutual assistance pacts and agreements have been concluded in some regions. These include the Pacific Northwest Emergency Management Agreement and the California, Nevada, and Oregon Chempack Sharing Procedures. 7 Other cooperation agreements covering public health activities in general, but also on prevention and response to emergencies, include the Great Lakes Border Health Initiative Public Health Data Sharing Agreement and the Guidelines for U.S.-Mexico Coordination on Epidemiologic Events of Mutual Interest. 7 Model Intrastate Mutual Aid Legislation was developed by NEMA to facilitate intra-state mutual assistance between legal systems within a state.4 The issue of public health and emergency-related AAAs may include emergency management and emergency management in the area of public health and focus on issues such as the exchange of public health data, preparedness for the influenza pandemic, influenza surveillance, sharing of laboratory resources, tb treatment and control, and animal health emergency management. Intergovernmental agreements that meet the needs of certain categories of the population (e.g. B, people with mental or physical disabilities, the elderly) or issues that may be outside the organizational control of a public health authority (for example. (B) can also provide important resources and skills to respond to public health and other emergencies. There are also private companies in certain sectors such as water and energy suppliers and health care companies.8,9 The goal of mutual assistance is for us to help each other. We have the same relationship with each other: “If I need help, you will help me; If you need help, I will help you. The original premise of the self-help movement was that we would help each other without having the idea of being paid. Based on the principle of neighborhood help neighbors, will not pay financial repayments to the community reseating for the first five working days of aid.
(There is an exception to this principle, which will be explained later. Expanding the scope of response know-how can be beneficial for businesses in the event of an emergency or disaster. Interoperability and the resulting agreements with local, governmental and federal authorities can provide additional resources based on specific experiences, research or vocational training in a given area, which could shorten response time in a difficult situation. In mid-July 2003, the National Emergency Management Association (NEMA) sent a request to all public emergency management agencies, in which copies of existing legislation or mutual assistance agreements, service fees and other supporting documents were requested. Preliminary responses were received from 16 states and the District of Columbia confirming whether the laws/agreements were in effect or not. Over the summer, additional responses were received, documents were sorted and verified, and then grouped into a monograph of legislation and agreements; which served as a starting point for the development of a model of intra-governmental agreement on mutual assistance. A multidisciplinary review group3 was selected to ensure that many voices from all sectors of emergency services and public safety were included. The interest of various associations and institutions also reflects the strong interest of mutual aid on the part of this diverse body.
